AS Monaco are expected to receive approval to compete in the 2026-27 Betclic Elite after finalizing a takeover plan led by former NBA All-Star Jamal Mashburn, according to L’Équipe.

The French champions were initially denied entry by the DNCCG on July 3 due to their financial situation but have since revised their proposal and submitted the necessary documents. The French Basketball Federation’s Appeals Chamber is expected to validate the plan Friday, barring an unexpected development.

The submission reportedly includes a bank guarantee worth approximately €7 million, which was required for the takeover plan to be approved.

Monaco will now operate under Helen Holdings, the US investment fund led by Mashburn. The move is expected to end Aleksej Fedoricsev’s tenure as the club’s owner and main financial backer, with the Russian businessman reportedly agreeing to transfer his shares.

The change in ownership will also bring a significant reduction in spending. After operating with a budget exceeding €38 million in the 2025-26 season, Monaco reportedly presented a projected budget of approximately €12.5 million under the new management.

Mashburn will be the leading figure in the project, while executive director Oleksiy Yefimov is expected to remain in his position. The Principality of Monaco could also become more directly involved in the club after providing loans worth over €16 million across four months last spring.

According to the report, the state may acquire a stake in Monaco and take a more active role in overseeing its operations. It is also not expected to immediately demand full repayment of the loan.

Once the Appeals Chamber confirms Monaco’s registration, the DNCCG is expected to quickly ratify the decision, while Friday’s hearing before the Monaco court should be a formality.
